CITIZEN CHARTER

VISION

The vision of Directorate of Purchase & Stores (DPS) is to significantly contribute to the larger goals and objectives of Department of Atomic Energy towards empowering India through technology and pursuing a path leading to better quality of life to its citizens.

MANDATE

DPS is vested with the responsibility of effecting procurement for various constituent units of Department of Atomic Energy which primarily include R&D units namely Bhabha Atomic Research Centre (BARC), Indira Gandhi Centre for Atomic Research (IGCAR), Variable Energy Cyclotron Centre (VECC), Raja Ramanna Centre for Advanced Technology (RRCAT), Atomic Minerals Directorate for Exploration and Research (AMDE&R), Global Centre for Nuclear Energy Partnership (GCNEP) and Industrial units namely Nuclear Fuel Complex (NFC), Heavy Water Board (HWB) and Board of Radiation & Isotope Technology (BRIT).  In the present environment of wide spread globalization, the overarching principle governing an efficient procurement system continues to be embedded in the traditional five R's i.e. ability to procure goods and items:

·         of Right quality

·         in Right quantity

·         in Right time

·         at Right price

·         at Right place

DPS has mandate to develop an efficient and transparent procurement system as per the above principles ensuring adherence to all Government rules and policies laid down from time to time in respect of public procurement with the further objective of providing an equal opportunity to all those in the field.  In achieving the procurement efficiency in terms of the five R's, the major challenge is of identifying the Right source.  DPS endeavours to leverage technology for this purpose.

ACTIVITIES

Directorate of Purchase & Stores comprising two distinct cadres i.e. Stores and Purchase, is not only responsible for developing an efficient procurement system, but also is entrusted with the handling of diverse stores activities including logistics arrangements.  A few of them are highlighted as under:

·         ensure availability of common stock items with an optimum inventory holding.

·         ensure quality and quantity of supplies received.

·         help accounts in releasing payment of suppliers in time.

·         ensure safe and secured storage of service stores for the units with proper preservation.

·         to ensure timely clearance of consignments received from road, rail, sea, air etc.

·         physical distribution of consignments to various parts of the country.

·         ensure proper packing and transportation for consignments meant for export.

·         identifying slow moving, obsolete and unserviceable stores.

·         to dispose of surplus, obsolete and unserviceable stores and scrap by following public policy especially with regards to public safety and environmental concern.

CITIZEN CENTRIC APPROACH

In an endeavour to safeguard the interest of all the stakeholders involved in the procurement process, Directorate of Purchase & Stores is committed as under:

·         Issues concerning user community

-        to arrange procurement of quality goods

-        to endeavour to arrange supplies within the time frames required and resolve bottlenecks if any.

-        to publish in the print media tender notices of all major items as well as website giving wide publicity.

-        to maintain data bank of suppliers.

·         Issues concerning suppliers

-        to ensure timely registration of firms.

-        to adopt consistent and uniform policies.

-        to simplify documentation and procedure.

-        to render assistance to bidders for understanding of specifications where required especially in Two-Part tenders.

-        to respond to communications speedily and arrange issue of amendment letters to contracts where necessary.

Objective

Department of Atomic Energy is a multi-disciplinary complex organization comprising of various R&D, Industrial and Aided Institutions. The objective of Directorate of Purchase and Stores as a service organization is to support the constituent Units of the Department in achieving their mission by procuring stores of right quantity, right quality at right price and right time from the right source, ensuring accounting, storage and issue of stores following the Government policies, rules, regulations and guidelines.

Vision

Directorate of Purchase and Stores endeavors to make the material management process efficient, transparent, time bound, user friendly to its stake holders and facilitate meeting the vision of the Department for development of nuclear power technology and increasing application of Radiation Technology.
